It’s recommended to use Office LTSC 2021 Volume License in this scenario. The Access Database Engine is not exposed to applications outside of Office when using the Volume License version of Office 2019. Use the Office Deployment Tool, if you desire to distribute the Microsoft 365 Access Runtime as part of deploying Office in your organization.
For instance, if the machine has Office 2021 installed, Access 2021 Runtime will be installed.
When installing the Access 365 Runtime on a machine that has another Click-to-Run version of Office installed, the Access Runtime installed will match that of the existing Office installation.
